I think Agent Ballard's character is suffering the most from Fox's interference. Joss's original pilot had him meeting Echo (pretty sure about that), and it's easier to understand his obsession from that point on. But as it is now, both he and Russian Guy seem superfluous.
I don't watch previews or read spoilers, but I have seen an interview with Tahmoh, and he said to hang on until episode 4. That's the point where we kind of get back to Joss's original arc.
